What do you mean, f/8 and half a second? After 16 seconds, there was almost nothing on my negative. What speed are you using?

I don’t quite understand what lighting conditions you’re using to get 16 seconds at 3 ASA? In sunlight, at 3 ASA I get about a 1/15th of a second at f/8.
I always shoot infrared outdoors without a light meter, going by gut feeling, and the variations are: Strong sun, lots of greenery (nature) with no shadows: f/11, 1/2 second; with shadows: f/8, 1/2 second
Strong sun in the city with shadows: f/8, 1/2 second to 1 second
Cloudy, little sun: f/8, 1 to 3 seconds
Otherwise, I’d tend towards 1 ASA
I can’t imagine it’s down to the developer; I’ve developed in Rodinal (1+25) before (approx. 7 mins)
Yes, standard agitation... agitate for 1 min, then agitate for 10 seconds every minute....
and rinse for about 2 minutes beforehand

PS... from the photo you can clearly see that the aperture is quite small, and you can tell from the trees that the exposure time was relatively ‘short’ ;)
