As far as I know, the ADX is manufactured by Schain. In connection with other Schain developers, there have been reports of dichroic fog (i.e. silver dissolved during development that is redeposited on the film as a diffuse fog) in relation to individual batches of film. What does the “haze” look like? Does it tend to shimmer when light reflects off the film surface? – That would point to this phenomenon.
In this case, it wasn’t a user error, but rather the developer simply “can’t” handle this film (or at least not this batch).

It’s unclear whether it shimmers; at least the film doesn’t produce a “bell curve”. But I assume you’re right in your assumption. I’ve since carried out two more density tests and had to more than double the specified development time before I got anywhere near a gamma of 0.6. It’s a shame; I wanted to apply the results to my newly arrived 4x5 sheet films. But I’ll test those with R09 now. Better safe than sorry.
