Hello,
You can use developers such as D76, ID11, Microphen, Perceptol and many others in various mixing ratios.
Either as a stock solution, or 1+1, 1+4 with correspondingly longer processing times.
My question: Does it make a difference to the negative whether I use the stock solution or the ‘diluted’ version?

It does make a difference, but it’s only really noticeable when compared side by side.
The sulphite content is relatively high in all the developers mentioned. With stronger dilution, the result is generally less fine-grained, but rougher in texture.

...I have a question about that: with a particular developer, a 1:200 dilution results in a development time of around 62 minutes. Does that make sense? Isn’t it the case that such a long time doesn’t affect the process, or that the development stops?

It is impossible to say exactly which developer will fail to work due to a lack of active ingredients at what degree of dilution or after how long.
Faith can move mountains – sometimes, precisely because it does not depend on the power of faith. It may work with some formulations, but with others it is completely out of the question. It should be noted that the minimum amount of concentrate (as specified by the manufacturer) is still roughly present. As dilution increases, oxidation protection is also reduced; even if the developer substance in question has not yet exhausted itself, it may fail prematurely.
