Turn the can upside down every 15 seconds. That’s what it says, and that’s how it works.
In my view, the question posed at the start isn’t that far-fetched. The statement “tilt four times per minute, continuously for the first 30 seconds” simply means that the can must be tilted four times per minute, but it doesn’t specify the ratio of tilting to pausing. I cannot deduce Franz’s result from the statement in footnote 1 of Mirko’s catalogue alone.
To work this out, you need to look at the other three footnotes regarding the tilting rhythm. In the second version mentioned by Thomas, however, Mirko would have had to write “tilt four times every 60 seconds, continuously for the first 30 seconds” if that is what he meant.
I know this is verging on nit-picking, but in my opinion, this is the only way to arrive at a reasonable explanation.
