That’s a good question, because I have to answer it every day, so I’m more than happy to answer questions like this publicly :D
Basically, any black-and-white paper developer will produce good results on any black-and-white paper.
There are certain combinations that aren’t ideal (such as using a sepia developer on a cool-toned paper, as the effect would be barely visible), and others that are particularly recommended, but the differences are fairly minor if you’re working with standard paper and standard developer.
The special developers, which are usually a bit more expensive (e.g. Moersch), all have certain properties that deliver a perfectly tailored result depending on the user’s preferences and taste. But they all develop multigrade papers just as well as fixed gradients.

I’d just like to add one more thing: yes, Neutol-WA is also suitable for variable contrast paper. And, depending on the paper (as Mirko already mentioned), it produces different image tones. With Fomatone Variant or Tetenal Speed, for example, I see no difference compared to Eukobrom or Spur Paper Dur.
With PWT or Vario Classic, I do see differences. But I won’t be evaluating those here; you can look at them yourself and decide.
