I develop a lot of Super 8 footage myself and I’m still struggling with the anti-halation layer on some films. With old Agfachrome films, I sometimes get ‘fish eyes’ floating around in the E6 process, whereas with Fujichrome 25RT, the anti-halation layer mostly stays on the film. Having to go over it afterwards with film cleaner is a tedious process.
That sounds very much like “Remjet” (that’s what it’s called at Kodak) or something similar. It’s a backing layer on the back of the film, acting both as an antihalation agent and a lubricant.
Unfortunately, there’s only one solution… remove it mechanically. There’s probably no miracle cure (i.e. a bath in which it comes off completely).
