Agfa No. 108 might provide sufficient contrast; it’s best to use double the concentration on the first attempt:

Otherwise, you could try Lith developers.
Removing the fog is usually the job of the toners; in this case, you would need to overdevelop and/or perform overexposure beforehand so that the density becomes high enough to match the fog. But first, the issue of increasing the gradation must be resolved.
