In practice, it won’t exceed 320 ISO.
Possibly only 250.
But even during 400-exposure development, a Rodinal-based developer (ADOLUXAPH09, Classic F09 etc.) produces very high levels of sharpness and the shadows are cleanly defined.
The Foma does not become as coarse-grained as, for example, the Classic 400 or HP5 when developed in Rodinal.
The 13 minutes apply to exposure at 400!
