Hello,
If I want to use a developer such as F09 in the zone system, is it better to keep the dilution the same and just change the time, or should the concentration be adjusted?
Is F09 even suitable for modified development?

Keep the dilution at 1+40 and vary the exposure time.
Otherwise, the desired contrast-enhancing effect achieved by extending the exposure time might be cancelled out by the compensating effect of the higher dilution.
You’ll also get different sensitivities and would have to recalculate the exposure every time... (i.e. different factors for different dilutions).
I’d always just tweak one thing at a time.
