As mentioned earlier, APX 100 (new) is identical to Kentmere 100. The Kentmere website features a data sheet that includes, amongst other things, the desired combination of 21 DIN / Perceptol:

Although Perceptol delivers optimal overall quality, it typically reduces sensitivity. Developing to the nominal sensitivity of 21 DIN is, in this case, effectively a push development – with the possible undesirable side effects (loss of shadow detail, hardening in the highlights). If the film exposed at 21 DIN is already available, I would tend to use ID-11, which develops at nominal sensitivity (time/temperature/agitation rate also given in the Kentmere data sheet), or another standard developer. Most instruction manuals also include the times for the K100 and its private-label clones APX 100 (new), RPX 100 or CHM 100.
