I find it interesting that the paper isn’t supposed to be chemically processed at all. It doesn’t surprise me that development wouldn’t be necessary with such strong exposure, but I would still fix it for long-term stability. A purely analogue positive image could perhaps be produced as a contact print, i.e. simply placing the exposed and unexposed photographic paper with the emulsion sides together and exposing them, then developing as normal.
